prop problem???

I have a 1989 19 foot century with a 4.3 merc and an alpha one drive. I have been told that I should be running 4600 RPM and I am only turning 4000 RPM. This is with a 14.5 X 17 prop. The boat also does not want to plane out. Would a different prop help or a hydrofoil on the drive help it plane better? What could be the cause of not running at max RPM's?

Some thing smell's..... first post your gear ratio...it's part of owning a boat...but personally i smell a bad tach....Small step's guru's small step's....;)
