I don't know the whole story and I don't know what you have tried so far..but I think your butterfly/throttle valves are not closing. Check return spring it could be broken in the -middle- makes it hard to see. could all so just be sticky.
I am still wide open in idle is a float stuck or maybe a sillanoid is malfunctioned on the fuel pump?????
