1979 35 hp Evinrude won't plane out at full throttle

I've had this problem for quite some time and been checking what it could be. I put knew spark plugs on it, put cleaner through the carborator and cleaned out the fuel lines. For a while when it wouldn't plane out I would stick it in neutral and rev it out and it then would work fine, but lately when I put it in full throttle it won't plane out, even when i rev it out in neutral. Also the problem only seems to happen when I put it into the water and there is a load on it. I think it be the coil or the high output jet. Any suggestion or ideas?

Stop revving it in neutral. It's a tough engine, but it isn't a chainsaw. It's a 99% safe bet that your motor is running on one cylinder when it lacks power. Very unlikely that the carburetor has anything to do with it.

Torubleshoot the ignition system and find the problem....After you first check the condition of the powerhead. (Compression, water intrusion, etc.

The engine has very good compression and starts well. Another thing that I forgot to add is that when i put it in gear and put it at full throttle it is slow rev up .
