Possible dirty Carb?

Hey All, I just traded for a boat with a Early 60's? evinrude Lark VII (model 40563 A) (serial is E01660) . The Previous owner said he was going full throttle across the lake, and suddenly, the boat would do no more than Idle. To me, this sounds like it sucked up some dirt fron the old gas he said he was using. The plugs looked reasonalbly clean. Also, can someone tell me the proper mixture for this motor, so I can at least start my diagnosis with the right fuel mix?, With this trade came a very similar looking Johnson 40 hp. Can I use the carb, etc, from this motor if I need to? It all looks identical. I have never worked on boat motors before, But have had many 2 stroke motorcycles. Pretty much the same, I would imagine. Also information on lube for the bottom section?
BTW, this turns very freely, meaning it didnt seize from too little oil, or something similar, and the spark seems ok. I personaly havent tried it with fuel yet, wanted to make sure of the proper mix, as I said.
