New motor over heating

I have a 1972 crusader sbc. Almost everything is new, including the motor, both water pumps,and thermostat. Water is circulating through the motor to the exhaust manifolds, but very little water is coming out the exhaust. I haven't Found a diagram or manual for these manifolds. Any suggestions?
It's an open system.

The motor is a 1972 glastron 210 by crusader with a volvo 270 sterndrive. I'm attaching a pic if that will help.

You first need to determine the flow of the cooling water, think of the system as three parts, supply, circulation and exhaust.

With a cold engine, remove the hose from the engine that comes from the raw water pump, start the engine and observe the flow, good or bad, this is a pass or fail grading system, we don't grade on a curve.

Reconnect that hose and disconnect the water hose from the exhaust manifold, start the engine and observe the flow, pass or fail.

Repeat for the other exhaust manifold.

Good flow on all test, then the exhaust manifolds/risers are clogged.

I checked everything out. Both manifolds are full of rust. I guess I'll start shopping for a new set. Thanks for the help.
