1979 115 Evinrude power loss please help

I have the motor listed above and it was running beautifully untill today. The motor started fine, idled out, and I opened it up and it planed out good. When I pushed it to wot it "bogged down". This has happened before, but it would run fine after throttling back and then pushing it back to wot. But today, I brought it all the way to idle because I had gotten to where I needed to go. I noticed it didn't sound right. I tried to accelerate and it had very little power. It sounded as if it were running on 2 or maybe 3 cylinders. I immediately returned to the launch and brought it home.

I pulled the plugs, they looked alright. The bottom 2 cyls seemed to have fuel on them. The upper 2 appeared dry. I have two power packs on this motor that correspond to the left and right side respectively. The only common bond between the two is the lower carb.

I'm suspecting the lower carb because it has leaked from the fuel line attachment in the past(I've since replaced). But perhaps the fuel is coming from somewhere else and leaking down?

Do these symptoms sound like a possible carb problem? Any and all help is greatly appreciated.

either carb, or spark. could be coil going bad. check spark. when were the carbs last rebuilt.

Sounds to me like you have a float sticking. That's consistent with the problem being intermittent too.
