Reinstall Bravo outdrive

I have an 03' Bravo III outdrive that I am tryng to reinstall. I can get it to within 2". I am assuming that the splines on the end of the drive shaft are not lining up. I have a manual that say's to turn the inner prop shaft counterclockwise until the drive shaft lines up. When I do this, the drive shaft is not moving? Could I have it in nuetral?? How do put it gear??

did you use an alignment tool to verify proper alignment of engine and outdrive ?

Yes, you do not have it in gear if turning the propshaft doesn't turn the drive shaft.
What you've done is you've bumped the shift cable "alligator" looking end in the drive, back into the drive. You did this when you pushed it into the shiny shift cable sticking out if the gimbal, when the alligator's jaws were closed. Get a pair of needle nose pliers, pull the cable back out the the drive, and make sure the jaws stay open when it makes contact with the round shiny knob on the end of the shift cable. Then you'll be able to turn the propshaft and slide it right in.

Yes, that was it!

I pulled the shift linkage out of the drive housing. The driveshaft now turns. I got it bolted back on last night.
