I would think i would need some type of linkage from the carb sinc bar to the throttle bar so when the throttle is engaged that it works the carbs... I just need to know before i put it in the water to go nowhere....

It's probably cam operated. Disconnect the throttle cable and swing the throttle arm and see what happens.

A factory manual would help, complete with pictures.
