Help Houseboat with twins

This is a 46 ft. house boat with twin yr 99 Mariner 115's (sisters) They have not seen water for 3 years. When we started working on the boat my 8 yr old left the keys on and drained the new starting batteries. The next day I hooked up the batttery charger and put it on 40 amps. I started them and this is what happend. Before he drained the batteries both trim buttons worked fine. (up, down) . (first motor) I put a garbage can with water under the motor to start it. It fires up no problem. But when I go to do the trim it doesn't work. When I push the button up, there is no sound when I push the button down. (which its in) there is noise. I open the motor and check the 1.5" relays or fuses. One clicks rather loud and the other just off alittle. (but still clicks) "Should I replace these or do I have bigger problems?

That was motor 1. Motor 2 fired up as well but with alot of smoke. (trim worked fine) But my 11yr old was in back watching the motor as it ran. As I was letting it idel the over heat alarm went off and the motor shut down.
( I should note that both oil resvours are full and that this motor had oil dripping out the exhaust, which from reading other posts sounds common) I turned the key off and went back to investigate. The garbage can was tilted and only alittle over half the intake holes where covered. There was quite a bit of oil in the water and when I asked him if water was shooting out the side, he shot me a dumb stare. (he had no idea what I was talking about, but he thinks no water came out) I only had the motor on for about 10 min at most. My question on this one is this. Does the intake holes need to be all the way underwater for the water pump to work? I assume I didn't seize the motor up. Is this multiple things, Carb, water pump, anyway to check the pump out of water.
