Does anyone know where you can purchase a fuel pump kit for a 1966 Johnson seahorse 5hp? Any replacement fuel pumps that may be purchased or even just the diaphram material to fabricate a kit.

Do you not have an OMC dealer you can go to?

Try vintageoutboard.com they have pump kits. You need to know the # though.

In 1966, OMC did not consider fuel pumps to be repairable, so no kits were offered. OK, so some "modern" kits may work. It's a crap shoot because those old pumps were not all alike inside.

Try Sea-way marine (http://www.sea-way.com/). I needed to replace the diaphragm on the fuel pump in my 1960 10 HP Seahorse, and after visiting the local marine shop I had resigned myself to purchasing a new fuel pump. Someone told me to contact these guys, and BINGO! They didn't carry a rebuild kit for the fuel pump, but I was able to get the diaphragm for $15 (Better than $50 for the entire pump).
