Strange noise when turning the wheel at high rpms

Hi, I have a 1988 gm 4.3l merc I/O.

When I turn the wheel at high rpms it makes a strange noise. It isn't very loud. Sounds like a sucking or a very low scrathing. I changed the water pump and it went away but now it is back. I am not sure if the noise is realted to the water pump.

Can air get into the power steering pump and make this noise?
It's not a hiss, but a sucking/scrathing noise.

Can it be low on Power Steering fluid? Also sounds like it could be a wearing gimbal bearing...although both of these are probably audible at low rpms as we when turning...

I will check the fluid level tonight. It only happens above 3500 rpms under load and while docked.
