Big difference in RPM from SWS I to SWS II !

I had tested a saltwater series I 17P on my boat and the WOT RPM was in the perfect range 5800. So I puchased a SWS II 17P and to my surprise I was only getting 5200 -5300 WOT ! Big change...wow! So Know I am going to go down to 15p SWS II and hope to be in range.... The only thing I can think of is the slight increase in diameter?

Precisely that. The diameter created more drag and requires more power to turn, hence the motor will run slower tyring to produce the needed power
