Is this bad?

Hi I took my prop off today cause I was having issues at the lake { only able to go about 5 mph if I give it more gas my engine will just rev and not go anywhere, got reverse and slow speed just no high speed } . My motor is a mariner 150 1990 model i think. Anyways I took the prop off and separated a large washer from the back of the prop only to find a burnt rubber smell and what looks like a rubber bushing completly melted does this mean that I have spun my prop? And if so how can that little bushing make it act that way if your prop is on splines and they are not stripped? thank you for your time

The prop spins on the rubber when it is bad. It is designed that way to protect your lower unit. The primary symptom of a spun prop is your motor will rev up but you don't go very fast if at all.
