over heating signal 60 hp mariner

I have a 1998 60 hp mariner. When i'm trolling at 800 rpm the over heating warning goes off after 5 to 10 minutes. The motor is pushing a good stream of water out of it and I can put my hand under it when the warning buzzer is going off and its warm at best. If I put it in neutral and raise the rpm's to around 1200 after about 30 seconds the warning goes off. It does not go off at any other time only when the rpms are between 800 and 1,000. I am wondering if the sensor is bad or not? What else could it be?
