manual tilt will not release

Hey, I have a 1989 40 hp Johnson outboard with a manual tilt. When I pull the release on the handle the motor will not release to allow the motor to tilt. Any suggestions? I am I missing something in the procedure?

try shifting into forward. it locks when in reverse, maybe not releasing when going back to neutral.

if not, pull the pin to tilt it up.
