80's 115 Mercury Straight 6 running rough

Hi All,
I have a Straight 6 Mercury 115 engine number A127312 believed to be 80's model on a 16.5 foot Broom Aquarius. MISFIRING at low through to high rev's.
We have, cleaned and rebuilt carbs, changed lower 3 coils and leads, and cleaned the engine fuel filter.
During last test i discovered a second old looking filter in transom and bypassed this, giving much easier starting.
i am also suffering from prop slip but is going to be remided with new prop.
When running at low revs (1500) the engine is 'lumpy' and at high revs
(7000) 'surges' power!! we are getting good speed but feeling that cylinders are kicking in and out. surging the boat. it does not climb or decelerate smoothly in rev range. !!WHAT IS IT!?!?
I keep reading about the switch box, is this the bank of ring ended wires next to the coils?
Sorry about this but also we think that it has had a small dunking at least to the bottom two cylinders.
