Engine wont go over 3000 rpm power loss.

I own a 2003 Rinker 232 with a 5.0 efi Bravo 3. The problem i have is that when i throttle up from a dead start the engine wont go over 3000 rpm then it surges like it is starving for fuel. I have had the engine code tested no codes. IAC, plugs, cap, rotor, water seperator have all been replaced the motor has 350 hrs on it and has been in fresh water only. I did a fuel pressure test on the upper fuel rail from the schrader valve at idle i get 32 psi at full throttle it drops to 18 then surges to 22 then 18 then 22 and hangs there. are their any other tests to make sure it is the fuel pump. it is a nightmare to get at. help.

check that the fuel vent is not clogged and that the check valve at the tank is not sticking.bottom of fuel pickup is a screen last thing i would try might be clogged.
