i have a 115 hp evinrude model 115899c i was told it was a 1978 iam not sure the starter has went bad i think it wont turn motor over and the lights dont dim out when trying to start i first thought it was battery but i think its the starter can these be rebuilt by those who rebuild auto starter or i will i need to buy a new one and where can get get one thanks treeman

Yes, that is a 1978.

Do not go buy a new starter!

95% of no-starts are caused by bad wiring and 4% by bad solenoids.

Go to the Engine FAQs, do the troubleshooting in "Outboard won't start".
