35hp Chrysler 68-69? Water circulation

Installed new impeller, checked thermostat, checked and blew out all hoses...water still does not circulate. Where is the water pressure relief valve and what does it do? Any help or suggestions as to why water is not circulating through this motor would be appreciated.

When testing are you using water muffs, a water test tank or a lake? If water muffs chances are they wont work on that motor. Best is a garbage pail filled up to at least the anti cavitation plate. Water should start spitting out the telltale and should be luke warm

Motor was in water barrel when tested. I romoved small plastic tube on top of motor and blew air into water tube from bottom. Air comes out both sides of small tube. I also put lower unit into water and turned shaft with impact wrench to see that water pump was working. Connected everything back up and still no water out small tube.
