johnson V4 140hp power trim/tilt

I have a 1981 johnson 140 v4 with power trim/tilt. I have recently replaced seals on one of the lower rams. The unit was working proplery prior to the seal replacement...just leaking at the seal. I am not sure whether i can't seem to get the air out or what, but the unit lifts until the lower rams are extended and then it will not lift on the main tilt. with just a little hand help it will raise and it will hold in the up position without falling. It lowers with no problem. Any suggestions....maybe bleeding air procedure??

raise the motor all the way, with help. lock the motor in that position, fill reservoir. un lock motor, run all the way down, now all the way back up. repeat lock, fill, repeat process, till it goes up by itself. then run up and down about 6 cycles.
