Pull cord woes

Help...I own a Mariner 15hp manual start outboard. Last week the pull cord broke so I bought a new one and put it into the rewind starter. It sounded easy enough to fix and heck I even own the manual. I took off the old pull cord and put the new one on, but now I am puzzled. I pulled the cord and it does not engage the flywheel. I looked at it again, tightened the screw holding the spring down on the cam plate, put it back on and I pulled the rope out, but it was too tight to retract.
It appears the cam plate needs to push the starter pawls out to engage the flywheel, but for the life of me I can't see what would push these out. They do not push out when I pull the cord with the rewind starter disengaged and it appears their is nothing that will engage them by bolting it back on the motor.
The rope was broken so I did not see how it was wound when I took it apart. Is the rope supposed to catch the notches on the flywheel? It has notches on opposite sides of the flywheel, but the rope does not align with it vertically so I do not see how it would engage it.

I am supposed to bring it fishing Friday, but repair shops are several weeks out...Help!
