Pulse Nipple

I just bought a 50HP Evinrude, 1997 and when I first took it out, a screw came out of the carb and spilled gas all over the engine cowling and I also noticed the pulse nipple (small nipple just below bottom carb) was not connected and leaks some oil and don't see where a hose that should be connected to it is.

It also lobes pretty hard kind of sounds like it misses to me. It went through an inspection at the repair shop and they said it was fine, and it was supposed to lobe like it does at low speed/idle. Any thoughts?
