Just bought a pontoon with a 1990 70hp evinrude. There is no stream from the water pump. I heard there is a trick to getting at the water pump. Can someone instruct me on how to get at it.

Welcome to iboats Marvin, the trick is you have to drop the lower unit, only way I have ever heard of.
I would strongly suggest you get a manual here at iboats if you plan to work on your own motor, worth every dime twice and it cover removing the lower in great detail.

You might try pulling the tell tale orifice(pee hole) on the back of the engine and make sure the hose isn't plugged.
