Mercury 700 Not Running Full Power

I Have A Mercury 700 70hp And Will Not Run At Full Throddle, All The Linkages R Max Out But Only Run 1/2 Speed

Do a compression check and check for a strong spark at all plugs. Has the motor by any chance been sitting for a long time or did this just start?

it started all of a sunnon, change all coil pack but still nothing
