I wanted to replace the control cables that go to a 96 135hp. Mercury but there are two cables running right alongside each other and connecting into the motor right beside each other. What is the purpose of both cables, does this mean i have dual throttle cables or is one of the cables something else like the warm up (choke)?

one is the throttle cable, the other is the shift cable. you have a single handle control, but both cables have connections in the case. you might be better off, having someone with experience do it for you. at least get a Merc manual. not to be rude, but it sounds like you don't have a clue about what you are attempting.
