90 sport jet mercury/force starting

I have a 95 Mercury sport jet and it will start out of water and when you put
it in won't start. It will start cold and when hot will not restart. Some times
it will not start cold. Rained on it with cover open and it started. I have
checked grounds and they seem to be ok. I need to know how to check
trigger volts and stator volts. I changed rev limiter last year and it helped some. i'm stumped. Also is there a online service manual to check stator.
trigger etc.

The rev limiter could still be bad. I've had them last less than a year. Disconnect the yellow with black stripe wire, and try again. The auto enrichment on a 95 motor is a wax pellet and a heating element. When the wax melts, the enrichment needle closes. Make sure the auto enrichment has power. Finally, make sure your carbs are clean and your gas is fresh.
