I have a 9.9 hp 4 stroke yamaha that is running at 3000 rpm with the throttle wide open. I have rebuilt the carb. and put new plugs in the motor. Does anyone know what my problem could be. Kids are driving me crazy because they want to go tubing.

you need a different prop !...if the motor is running good then the problem is the prop...WOT rpms are determined by the pitch of the propeller...pull your prop off and post any numbers that are stamped on it

It ran great last year and it will get up to 5500 in neutral. Could there be a setting I'm missing on the carb.
