25 hp Mercury impeller problems

We have a 25hp Mercury of an unkown history. We replaced the impeller, the old impeller had no fins left on it. We now don't get a stream of cooling water when running. so my question is, did the broken fins get forced up into the head of the engine, and are they clogging the cooling system? If so, what is the best way to proceed.

WE BLEW COMPRESSED AIR BACKWARDS AND DROPPED THE FOOT TO SEE WHAT WE COULD GET OUT. HAVE A NICE STREAM NOW .THANKS !!

some here have recommended to take a piece of "weed wacker" string and run it through the tube.

are you sure that you put the impeller key back into place?
