1996 Evinrude problem or two

I have a 96 evinrude 150 and lately it has been well acting wierd to say the least. It lunges while planed out and running. Kinda feels like a kid is playing with the throttle or something. Faster, slower, faster, slower. This is my first outboard and I'm learning as I go but it almost feels like something slipping. Any advice would be appriciated.

Check for water in the fuel or air leaks in the fuel lines.

Don't continue to run it that way, it may do a great deal of damage.
It could be electical, which may do no real damage, or it may be fuel related, which can do a great deal of damage.

is the primer bulb collasping? is there any play (slop) i the throttle linkage. the bushing marked with the red arrow, in known to crack and cause slop. allowing the linkage to fluctuate.
