Repairing damaged chine/ stringer.

I have stripped all the layers of old bottom paint off the ole Whaler, revealing some areas of prior repair before I bought the boat. The chine had a crack through the center of it, horizontally, for about 20" that was allowing water to enter the hull while underway. I've removed the damaged area, revealing a little bit of rot to the stringer underneath. What would be the best way to coat/ fill the damaged stringer before glassing over this ?? Acetone/ heat/ Gluv-it ? I understand the glass won't cure if the stringer remains moist/wet. What is the best thing for glassing over a chine that receives a lot of pounding ??? Biaxial tape ? Any thoughts would be appreciated.
