Unhappy 1994 2858 Dual helm steering very stiff!

We have a 1994 bayliner 2858 where the steering is very difficult to turn.
We have had many people and mechanics look at it. (Cables, Pow. str. pump and the actuator cyliner at the outdrive) but we cannot seem to come up with a reason why it is so tough to steer.
The last mechanic yesterday said all is ok and that this poor steering is just an inherent problem with the design of bayliners and the dual helm. Meaning that the power assit does not do a great job of pushing both cables back and forth because of the distance these cables run.
Anyone else have these issues with steering and am I to accept this reasoning??

Well, pretty much no on all of those answers. It should turn easily from both the bridge and lower station. The only thing that would cause that problem is a cable issue. If you're somewhat mechanically inclined remove the cable link from the steering arm itself. With those removed try your steering that way. If still binding then the cables. If easy, then go to the transom and move the outdrive unit. One of the two will be binding - that will narrow it down to a 50 - 50 deal. With the power steering system you will not need to have the motor running at first. Do this with both the engine off and then again with it running. It is nothing more than a simple process of elimation.
Yea, it will be a little time consuming and it might take two able bodies to do it but at least you'll be saving $100.00 an hour over the marina's rate.
