suzuki dt115 low rpm??

Here is the deal. I have a 1984 suzuki dt115 that sat for two years. I have changed the impeller, rebuilt the carbs, changed the plugs, changed fuel and oil hoses, and rebuilt the fuel pump. The problem is that the engine seems to be running fine but when I go to take off it has no power. When it gets going finally the rpms are only running a 3400 full speed. I have checked the throttle linkage and everything seems fine there. I have checked the prop and that is correct. Is there something I am missing? Any suggestions? Any help would be appreciated. Sounds like it is over propped. What pitch is the prop?? I bought a 16' CC last year with a DT85 that had the same symptoms. After doing the carbs, fuel pump, impeller, plugs, fuel filter, etc. it still had the same problem. I ended up going from 19 pitch down to 15 pitch. Now I have plenty of power and WOT rpm is 5400 as it should be.
