99 25hp mercury starter hanging

the starter is only clicking most of the time. i can turn the starter gear back and then it will start. sometimes the gear will turn until it hits the flywheel and then stop. Any help at all will be greatly appreciated.

You either have low voltage, that could be a low batt, loose or dirty cables or the starter motor needs repair
