Prop question. High WOT??

First off -- thank you to all the veterans of the forum who continue to answer these repeated prop and rpm questions for all of us rookies.

Info:
18 foot bowrider
3.0L 4 cylinder mercruiser I/O
WOT 5200 rpms
Current prop - 14-1/2 X 19 aluminum

I seem to get same top speed at 4500 as I get at 5200 rpms. I think the recommended WOT is 4500

I'm interested in increasing my hole shot for pulling a skier and don't mind losing a little top end.

I want to go to a stainless steel prop - do I need to change the pitch or will the different material do the trick?

Can I go to a 21" pitch on a stainless or will with stress my engine to much?

If the current prop allows the motor to get to 5200 rpm the holeshot should be pretty good. Putting on a prop with more pitch (more bite) should, in theory, reduce holeshot, increase top speed and bring the wot rpms down.

My suggestion would be to figure out why the engine revs beyond 4500 yet does not increase speed before you spend money on props. It may be as simple as trimming up too much and losing bite.
