Outdrive needs painting

Hey guys,

My outdrive needs a little work. I have a OMC King Cobra outdrive. I need to sand it down so it is smooth and spray paint it.

Question 1: What should I use to smooth the surface of the outdrive with? My dad said he could get me a sand blaster for our air compressor. And/Or my buddy told me to get a drill attachment that has a circular wire brush on it. Any suggestions?

Question 2: What type of spray paint should I use? I found two that look like they would work. "Tempo Marine Spray Paint - OMC I/O metallic charcoal" and "West Marine Antifouling Outdrive" paint. Any suggestions?
