Default filling power trim/tilt 2000 mercury 150

can anyone tell me the correct procedure for filling the tilt/trim system on a 2000 merc 150 efi? i see only one plug on the system. it's located on the bottom right of the port side trim cylinder. accessing this plug is no problem with the motor trimmed all the way up, but shouldn't i be filling it with the motor down since that's when the system is under pressure? do i need a threaded pump as you would for filling the lower unit oil?

I just did mine.All I did was tilted up the motor and filled her up with atf usinga funnel and it made a huge difference. MUch more responsive now. I thought my tilt trim was getting weak.
