Evinrude Oil tank primer bulb

My oil tank primer bulb is as hard as rock, occasionally the engine beeps that it is low on oil, but the tank is over half full. Is it normal for this bulb to be so hard??? Evinrude 40hp 1995. Thanks

Mines always hard never need to pump it.
