Hi DD,
The face plate release is under the recoil grip - a small white nylon button. Push it down and the face should come off. Then release the two catches on the wrap around that were hidden behind the face plate. If you need to remove the top cowling, you'll need a 1/2-inch socket wrench once the other covers are removed.
Tillers don't generally "fall" off. How much of the tiller is still present? There is a base bracket that goes under the lower cowling and mounts to the top of the swivelbracket. And there is the handle itself that attaches to the end of the base bracket with two bolts. I believe yours needs the "flapper" type u-joint style handle.

If there is no tiller, your motor might have been set up for remote steering--seems more likely than "falling off!"
