1988 Mercury control box problems

I bought a 1988 mercury 25 hp outboard. It runs great, but the throttle works backwards. Does anyone have a clue as to the problem, or cure. My local mechanic tells me I have to get a special control box from mercurt. Can this be true?

The shift linkage is hooked up wrong in the box, there was a service bulletin on it back in the 80s
