1989 15HP Evinrude stuck in drive

There is not a problem and it is a simple fix, but i have had the cover off for 2 days and for the life of me can not get this 89 15hp Evinrude to move out of drive.

Open the small plate on the side of the leg (lower unit). There is a connector there for the shift rod. Sounds like this may have separated.

Thanks, but it is something that is under the cover/top. I had it in the shop last Spring for an unrelated repair and it was also stuck at that time. The guy at the shop moved something around on the top end and it freed the shift lever right up. It took him about 5 seconds and he was done. ?
