Overhaul and rebuild are two scenarios. If the cylinder bores and crankshaft are in good condition, cleaning up the bores and a valve job, installing new rings and bearings is one scenario and to put a price on it is difficult since labor rates vary all over the map depending on location. You can go to Mercury Parts Express, key in the engine serial number and look at parts cost. (Rings, rod and main bearings, and gasket set). If the engine must be bored because of cylinder damage, and the crankshaft needs rebuilding or replacement thats another scenario. You are now looking at a new/rebuilt crank, new pistons, rings, and block boring so costs rise dramatically. In that scenario you might consider a rebuilt power head. Lastly, you need to determine what caused the failure otherwise your new power head may suffer the same fate.
