Need help with start up procedure

First post here.

I have a '88 25hp elec. ( model J25TECCA) start that I'm trying to get running. It hasn't run in about 2 years. I have a new impeller and fuel pump kit, and carb kit on order. Is there anything else I should replace?

I squeezed the primer bulb until it was firm. The starter cable is in poor shape, so I wrapped a rope and gave it a shot of start fluid and gave it a pull. I was able to get it to fire on the start fluid but it wouldn't run. I then figured I should get a service manual, and I did get one. I haven't tried to start it again since. Is my start procedure even close to get this motor running?

Please help me out, this is my first outboard ever.

the float needle value in the carb, and jets are probably in need of cleaning.

to start: vent open on tank, pump bulb till hard, motor in neutral, throttle high as it will go. choke engaged, pull. or turn key.

NEVER use starting fluid on a 2 stroke, use premixed gas, in spray bottle.
