midsection of C40 fills up with water

I have a 96 C40. the mid section fills up with water. water comes out somewhere under the mid section cover.

is this normal or do I have a gasket problem?

this engine has been worked on by a less than skilled mechanic or 2

I think the powerhead may have been removed before
