5000 rpm max. 13 x 19 prop.

Can I go to a 13 x 17 prop? I think this should increase my rpms to about 5400. I have a 1990 90hp evinrude. Currently I am running a 13 x 19 prop. And best speed and rpm are 42 mph at 5000rpm with one person in boat.

You did a good job getting us the motor info but without boat info its difficult to know for sure if it is a prop selection problem or a setup problem.
You should refine your setup before making a final prop selection.
Is the antivent plate (just above the prop) even with the bottom of the boat.This is a starting point it may be able to be higher.
Is the motor in good shape,well tuned good compression etc?
Is the present prop in good shape?
If you can raise the motor an inch you could gain a couple of mph and a couple of hundred rpm.Yes a 17 in pitch would put you in the 5,400 range.

it also will get you out of the hole faster, but, my reduce top end speed.

Yes the set up is premo. The Engine is in great shape 125 compression in all four cylinders. The prop. is in great shape as well. I am not to concerned about the speed, I am more interested about a good hole shot as I will be taking the kids skiing and tubing. The boat is a 16ft sunbird bow-rider.

You have too much prop. Drop down to a 17" should be about right.
