1989 9.5 HP motor won't restart

i recently acquired a 1989 Johnson 9.5 hp motor with a jon boat. i have been able to start the motor twice and then after i stop the motor and i can't get it to restart. The first time the motor stopped, it was because i didn't have the vent cap open so the motor to vacuum the fuel from the tank. The second time i was able to start the motor, it seemed like all was well until i stopped it. Now i can't get it to restart. i am new to owning a boat and an outboard motor, so i'm looking for some help in trying to diagnose the problem.

Do you mean a 9.9 as they stopped making the 9.5's in '73 or '74 or so...

Yes, you are correct. it is a 9.9 hp. i mistyped it.

there could be a number of possible problems,if the motor was always hard starting,that is,if it takes more tan 6 pulls,you got a problem,could be dirty carb,which is common if an engine has been laid up for awhile,or,sometimes,the choke lever comes out of the choke handle,not allowing choke,or you may have a cut off switch that is going bad,the switch can be disconnected usually unclipping.you didnt say whether it started easy,idled fine or had good high speed,any of those not performing well would likely be the carb,but could be dirty screen in filter,bad gas,leaking fuel lines that suck air
