Restoring canvas mooring boat cover?

My mooring cover is showing some age. For the most part it is in pretty good shape but the dye (blue) is begining to flake off in a powder form. When it rains, where the water drains off the boat it leaves a blue tint on the side of the boat. Is there a way to seal it or prevent the dye from flaking off? I would like to get 1-2 more years out of it before I have to replace it.

Try a easy powerwash (and I mean easy..like far away from the fabric), or a good scrubdown, dry in the sun, then try Scotchgard...not much else I can think of but new
