Evinrude v4 90 (twin carb..?) approx 1984-88

I can't get engine to go over 2500 revs with throttle flat out, also when i bring the engine into neutral it slows and eventually stalls. Most people say that the carbs probably need cleaning. I am not sure how long the boat and gas have been sitting for before I got it. Seems to be twin carbs on this one. Had cylinder compression done and sparks checked out, all good. Also when engine is fully tilted there appears to be some dripping from the carb coming through the air cleaner gasket.
I would be grateful for any help.

if you dont know how long it sat you should change water pump, rebuild carb.,change lower end,and clean gas tank out any sediment will be on bottom and will get sucked up in carb.

Normal for a little gas to drip out when fully tilted.Good idea to disconnect gas line when tilted.
