Merc 35HP Kicker

This is a 2003 Mercury kicker that won't start. Replaced the soleinoid, rebuilt the starter and it clicks, nothing more. When you turn the key on, the voltage drops from 14V to 7V. It seems like that is alot more draw than what it would take to turn the motor over. The starter doesn't engage. Any ideas?

check your battery wires. If they are dirty and not making a good connection it can cause voltage drop with nothing happening.

take a jumper cable only need 1 hook to positive starter stud and battery if it turns then you know its not starter.
