Default Mercury 02 impeller question

Mercury 2002 125hp outboard.

First year boater doing maintenance on boat I bought. I drained lower unit and replaced impeller. Didn't really need to be done but being the boat is 5 years old and I didn't know where it was I wanted to check it. My question is with installing the face seal. I installed the impeller and replaced housing. The instructions say to install face seal by using tool to locate seal onto shaft. This seal doesn't seem like it would seal much and the instructions said that installing seal wrong could cause damage. Does this seal just sit on the shaft up against the housing or does it get installed half inside the housing and half outside the housing? I installed as per the instruction that came with the kit which was pushing the seal down onto the shaft using the installing tool. I have a Mercury shop manual and it didn't even mention the face seal.

Thanks for any info,
Tom

You installed it correctly. It just gets pushed down to the top of the WP housing till it's as tight as the tool will allow. It's all on the outside of the housing. The tool keep it from being to tight against the WP housing, the seal will spin with the prop shaft.
