Where do I start?

I have a 83 Johnson V6 175 and when I turn the key off the motor will still run. When the key is turned back on the motor picks up a little and goes back to idle. Also when I pull the emergancy kill cord it still runs. To kill it I have to hit the starter primer or sometimes it will die on its own. Could someone give me a place to start? Thanks,

Thanks, you mentioned to not allow any voltage to ride the black and yellow wires, should I disconnect the wires on the battery first?

Sorry one more question. When I clean up the red plug, is there something special that will help the process? I know not to use water or anything like that but should I use die-electric grease on the fittings?
